There are many opinions as to whether this is required to be running or not, and several opinions as to whether disabling it will create problems. In order to strip out the confusion and still keep it simple;

What is the DNS Client Service?

The DNS Client service within Windows, is used by Windows to resolve hostnames, and have them periodically cached to save lookups.

Is the service needed?

No. Unless you are on a corporate network, this service is not required.

Will it cause problems if disabled?

Nope, as above, it's only required if on a corporate network. The only thing you won't be able to do, is flush the DNS cache - which is fine as it won't be getting used anyway.
